It attempts to address the phenomenon of Western countries experiencing a decline in average IQ, that is, the average IQ for the society as a whole.
And discussed nowhere in the piece is, arguably, the most salient angle on the whole phenomenon: the racial element. The closest we get is:

When Western Country “X” imports nothing but low-education, low-skilled, non-white, 3rd world immigrants for 50 or so years, doncha’ think it might have some bearing on the reduced national IQ average Western Country “X” is experiencing?
